Minutes of the meeting of Coychurch Lower Community Council held at
the Council Meeting Room at the Williams Memorial Hall
on Tuesday the 9th October 2018 at 7.15 pm.
PRESENT. Chairman Cllr. Mrs. Helen Evans, Cllr. Ms Penelope Gwilliam, Cllr. Miss Jayne Brace, Cllr. Philip Davies, Cllr. Robert Hyde and the Clerk Paul Smith. Cllr. Dr. Elaine Venables and Mr. John Rees were in attendance (part meeting).
1696. APOLOGIES FOR ABSENCE.
Apologies for absence were received from Cllr. Mark Evans on holiday and Cllr. Richard Smith due to illness..
The Minutes of the meeting held on the Tuesday11th September 2018 copies having previously been circulated were approved and signed by the Chairman. There were no matters arising.
1698. TO RECEIVE DECLARATIONS OF PERSONAL PREJUDICIAL OR FINANCIAL INTEREST.
There were no declarations of interest.
1699.TO DISCUSS THE TIKSPAC SCHEME WITH Mr. JOHN REES OF BCBC.
Mr. John Rees of BCBC was present and briefed the Community Council on his department’s responsibilities and resources. He explained that the TIKSPAC scheme originated from Sweden and is basically a post with dog bags attached to provide dog walkers with easy access to dog bags. Trials have been carried out in two locations with good results. The project will start with 20 poles, with 2 allocated to Coychurch Lower. Roll out is estimated in 2 months time and the poles should be located on existing dog walking routes.
Mr. Rees also agreed to send someone out to look and the clear mud which has accumulated by the traffic calming measures on Main Road.
1700. CLERKS REPORT.
Regarding the clearing of vegetation from the Brook. Natural Resources Rivers originally advised that the clearance work was scheduled for August but there were a few Ducks still nestling in the Brook and they cannot start the work until the Ducks have gone. The Clerk contacted NRR again and the same situation exists as there are still ducks in the Brook.
The Clerk wrote to BCBC asking them to remove and if possible replace the four dead trees on the land in front of Hawthorn Drive. Email received from Nathan Thomas of BCBC confirming their inspector has visited the site and has arranged for the trees to be to be cut and removed.
Reference the new litter bins, Mrr. John Rees of BCBC advised that we are to purchase the litter/waste bins but they will be delivered to BCBC. They will be purchased this month.
Letter written to BCBC’s Highways Manager Mr. Jason Jenkins expressing the Community Councils concern reference the serious vehicle accidents that are regularly occurring at the west exit of the village and at the junction by Singletons. No response to date.
Letter written to BCBC asking them to replace faded and damaged street signs in the village. Mr. Sam Donovan of BCBC replied asking for the locations/street signs needing replacement. Only two signs have been identified so far.
Reference the bench and two planters purchased to replace the two old benches at the entrance to Manor Drive. The old benches have been removed and the new bench and the planters have been put in place.
Letter received from Mrs Lloyd and Mrs Lobo notifying the Community Council that they are setting up a Coychurch Toddlers Group and are asking for a donation to meet start up costs.
Email received from BCBC reference the replacement Local Development Plan- call for candidate submissions. Copy to all.
Email received from BCBC advising that the Council is currently consulting on its Statement of Gambling Policy and is inviting responses. Copy to all.
BCBC notified the Community Council of the temporary road closure at Moor Road Waterton effective 24th September. Copy to all.
Letter and leaflets received from the Royal Mail regarding the dangers of scam mail.
Notification received from One Voice Wales of the next meeting of the Bridgend/Cardiff/Vale Area Committee will take place at 7 pm on Monday 22nd October 2018 in Annex 3 the Old Hall High Street Cowbridge. Cllr. Davies will attend.
Notification received from BCBC reference the Town & Community Fund. The Clerk outlined the purpose of the fund and how it can be utilised.
Letter received from Hugh Morgan Welsh Government advising of a consultation -Unadopted Roads in Wales and asking the Community Council to participate in an associated survey.
Invitation received from BCBC Town Council inviting the Chairman and Consort to their Mayor’s Civic Service on Sunday 21st October 2018. Unfortunately the Chairman cannot attend.
Letter received from Councillor Huw David leader of BCBC notifying the Community Council that BCBC has to cover a £35 Million shortfall and will have to consider cuts to schools, social services, the elderly and disabled. They are requesting that the Community Council raise the profile of the consultation and advise which services should or should not be affected.
Confirmation received that the next Town and Community Council Forum meeting will be held at 4pm on Tuesday 27th November 2018 at the Council Chamber BCBC Civic Offices Angel Street Bridgend. Cllr. Gwilliam will attend.
Letter received from Helen Embling on behalf of St Crallos Church requesting a donation of £400 towards the graveyard maintenance costs. See donations on Agenda.

As agreed at Augusts Clerk’s meeting BCBC has agreed to hold Code of Conduct training for Town & Community Councillors. The training will be on Monday 29th October at 6 pm in the Council Chamber Civic Offices Angel Street Bridgend. Cllrs Ms P. Gwilliam and Cllr. R Smith have confirmed they will be attending.
Email received from Mr. Paul Cheadle advising that Bridgend Rotary Club is promoting World Polio Day on the 24th October and requesting that the “purple lighting be used at St Crallos Church as a symbol of support. The Clerk contacted the Church Warden(s) and they have confirmed they have no objection to this.
Letter received from Susan Price Brown Owl of Llangrallo Brownies requesting a donation of £154 to pay for books/equipment. See donations.
Mr. Alan McGregor of Plantscape contacted the Council to advise the cost of putting up 12 (half size) solar powered Christmas Decorations. The cost is £1,376 plus VAT.
The Clerk contacted Jason Jenkins BCBC’s Highways Manager regarding the cutting back of the trees at Duffryn Close and advising him that the Community Council is considering funding the cutting back of the trees and would like BCBC to confirm that they have no objections to this? Can he please also supply a list of BCBC registered contractors used for this type of work so we can obtain quotations from them for work involved. Response just received. Copy to all.
Letter received from Matthew Gilbert BCBC’s Transport Policy and Strategy Officer advising the Council that four surveys are planned for improvement of active travel between Bridgend and Coychurch. Copy to all.
The Remembrance Sunday Service will be held at St Crallos Church on the 11th November followed by a wreath laying ceremony and a minutes silence at the Williams Memorial Hall. Times to be confirmed. St Crallo’s also intend to hold a Remembrance Sunday lunch in the Hall.

1701. TO DISCUSS THE PURCHASE OF A DEFIBRILLATOR(s) FOR THE WARD.
The Chairman advised that she is still has had no response regarding the resubmitted grant application.
1702. TO DEAL WITH MATTERS CONCERNING THE POLICE.
There was no Police Report available at the time of the meeting.

1704. TO DISCUSS ANY ROAD SAFETY ISSUES.
The Clerk reconfirmed that he had written to Jason Jenkins of BCBC reference the recent accidents at the junction at the west end of the village and at Singletons.
1705.TO DISCUSS MATTERS CONCERNING FOOTPATHS/RIGHT OF WAYS.
Cllr. Philip Davies presented the Footpath report for October 2018.
It is planned to install the marker posts and markers at the Golf Club later this month. Following the letter received from Andrew Mason BCBC’s Rights of Way manager advising of a proposed diversion of Footpath19, proposed extinguishment of Footpath 18 and creation of two link paths, the Clerk and Mathew Palmer of BCBC’s ROW walked the existing footpath and planned diversion. As can be seen from the plan the proposed diversion follows the perimeter of the field by the fence whereas the current path cuts directly across the field. Apart from having a little farther to walk there is nothing to cause concern regarding this proposed diversion.Therefore a letter has been written to BCBC’s ROW confirming that the Community Council has no objection to the proposed diversion and new link paths. Mathew Palmer also confirmed that BCBC were still in discussions with the owner of the land and barn at Coed-y-Mwstwr- Isaf- Farm regarding the reopening or diversion of the blocked footpath. Unfortunately these discussions were not proving productive. Reference the email received from Mr. Gareth Jones it was agreed that Cllr. Davies and the Clerk should meet to discuss the issues raised by Mr. Jones.
1706. TO DISCUSS MATTERS CONCERNING THE BOROUGH.
Borough Cllr. Dr. Mrs. Elaine Venables was in attendance.
Cllr. Venables reported that the CEO of BCBC has recently resigned,
She confirmed that a BCBC consultation was currently in progress to involve Town and Community Councils and members of the public in identifying where the next round of budget cuts should come from.
Cllr, Venables advised that regarding the spraying of the Japanese Knot Weed at the back of the Court she still has not received confirmation that this has been done but will check again with BCBC
She also asked if the Community Council had received any payments from the community fund set up by the suppliers of the wind turbine at the Ford’s Plant. The Community Council confirmed no payments have been received and the Clerk will check to see if any detailed information was ever received regarding the fund.
1707. TO CONSIDER DONATIONS TO BE MADE BY THE COUNCIL.
The Community Council discussed requests for donations from St Crallos Church requesting for £400 towards the
graveyard maintenance costs and £360 for the external lighting. It was proposed seconded and
unanimously agreed that the Community Council would donate £760 in respect of these requests. The Coychurch
Llangrallo Brownies wrote to the Council requesting for a donation of £154 towards the cost of books and
equipment. It was proposed, seconded and unanimously agreed that a donation of £154 be made to the 1st
1708 TO RECEIVE THE RESPONSIBLE FINANCIAL OFICERS REPORT AND ACCOUNTS.
The RFO presented the Finance Report as at the 30th September 2018. He reported that the Income for
this year was £22,090.11 and Expenditure £12,133.37. A gain of £9.956.74.
Bank Balances were checked and confirmed at £14,017.46. The Accounts were confirmed and the
Chairman signed the Statement of the Accounts and confirmed the bank balances.
1709. TO REVIEW THE PRECEPT v ACTUAL FOR 2018/2019.
The Precept Actual v Budget Report for 2018/19 was reviewed as at the 30th September 2018. Actual spending
was less than the planned Precept/Budget. The main areas to be addressed are the £950 to be spent on the Play
Park and the £1,500 to be spent on Christmas decorations. The Chairman advised she still has to confirm the cost
of putting up and removing the Christmas lights at the triangle. Also to be spent is £830 for the six litter/waste bins
to be purchased from Glasdon. These will be purchased this month.
1710. TO DISCUSS THE PRECEPT FOR 2019/2020.
The Precept for 2019/2010 was discussed. It was agreed that a cost should be included to redevelop the area where
the old BT telephone box was at the entrance to the Play Park. The clerk will circulate a copy of the Precept to
Council members. The Precept should be finalized at November’s meeting.
1711. TO AUTHORIZE PAYMENT OF ACCOUNTS.
Payment of cheques numbered 1534 /1535 totalling £815.19 were approved and signed.
1712. ANY OTHER BUSINESS.
Cllr. Davies reported that he had checked out the playing field immediately following the end of a soccer match on Sunday and found plastic bottles and cans left behind by the soccer team. He intends to go to speak to the players on Sunday to ask them to ensure all waste is taken away or put in litter/waste bins.
