Minutes of the Forty Fifth ANNUAL GENERAL MEETING of the COYCHURCH LOWER COMMUNITY COUNCIL, held at the Council Office on Tuesday the 8th May 2018 at 7.00 pm.
PRESENT Chairman Cllr. Miss J. Brace , Cllr. Mrs. H. Evans, Cllr. K. Smith, Cllr. B. Nash, Cllr. Miss. P. Gwilliam, and the Clerk P. Smith .

1. APOLOGIES FOR ABSENCE.
Apologies for absence received from Cllr. P. Davies who had a previous long standing commitment and Cllr. R. Smith who was called away to work at short notice.

2. MINUTES.
The Minutes of the Forty-Fourth Annual General Meeting held on Tuesday the 9th May 2017 were read and signed by the Chairman.

3. CHAIRMANS REPORT.
Cllr. Miss Jayne Brace reported that shehad attended several functions during her year as Chairman and thanked all Councillors and the Clerk for the support they had given to her during her year in office. She had found it a difficult year in recent months but had enjoyed her year in office. Particularly thanks to Cllr. Ken Smith for his expertise, advice and support and Cllr. Bruce Nash for the gardening work on the flower beds in the village and is fund raising work for the Memorial Hall. Cllr. Brace also thanked the Clerk for the support he has given her throughout the year.

4. APPOINTMENT OF CHAIRMAN.
Cllr. Penelope Gwilliam proposed that Cllr. Mrs. Helen Evans be appointed Chairman. Cllr. Bruce Nash seconded the proposal. Cllr. Mrs. Helen Evans was unanimously elected Chairman.

5. CHAIRMAN’S DECLARATION OF OFFICE.
The Chairman Cllr. Mrs. Helen Evans signed the Declaration of Acceptance of Office and Code of Conduct.

6. APPOINTMENT OF VICE-CHAIRMAN.
Cllr. Bruce Nash proposed Cllr Miss Penelope Gwilliam be appointed Vice Chairman. This was seconded by Cllr. Ken Smith. Cllr. Penelope Gwilliam was unanimously elected Vice Chairman.

7. TO ADOPT THE CODE OF CONDUCT FOR 2018/2019.
The code of Conduct was formally adopted by the Council.

8. COMMITTEES/APPOINTMENTS.
Representatives were appointed to the followings:
School Governor for Llangrallo.
Cllr. Ken Smith, the current School Governor informed the Council that he was resigning as School Governor for personal reasons. It was proposed seconded and unanimously agreed that Cllr. Mrs. Helen Evans be appointed School Governor.
It was agreed that the other appointments shown below be filled at June’s Council Meeting.

Town and Community Council Forum.
Footpaths/ROW
Planning Committee

9. MEMBERSHIPS.
It was resolved to continue membership of the following:

1. Society of Local Council Clerks.
2. Association of Town and Community Councils – One Voice Wales.

10. MATTERS BROUGHT FORWARD BY THE PUBLIC
There was no business under this item.

11. ANY OTHER BUSINESS.

There being no further business the Chairman closed the meeting at 7.14pm.
